| HISTORY OF SEMMES INCORPORATION EFFORTS | Through the years the
residents of the Semmes Community have contemplated forming their own
city. The citizens of Semmes have reached a
point where we no longer have the option of just "staying like we
are". We must make a decision on our future. The
Community of Semmes has grown considerably over the last decade.
In this growth, we now have a very rich commercial area that is
appealing to other local cities for the potential of sales tax
revenue. Either we can give it away to someone else OR we can keep
our tax dollars in Semmes where we will benefit from it.
Incorporation is important to protect our Semmes Community and allow
residents to have a voice in the growth, future and quality of life in
Semmes. After a time consuming process of gathering Petition signatures by many volunteers, we prepared our supporting documents and Petition for submission. The volunteers covered as much area as possible obtaining signatures while we verified that we complied with the provisions of Ala. Code §§ 11-41-1, et seq. (1975), keeping in mind that this is only the initial incorporation area. We expect Semmes to grow to include areas that were not in the original Petition. Here is a
link to the map of the
proposed city in Adobe PDF format.
You can zoom in to view the map. When you view the map, bear in mind that this map represents more than two (2) years of effort of a group of volunteers and that the complexity and amount of time necessary to get this far was determinant of the boundaries of the proposed city. Additionally, the Alabama statutes has very specific requirements that need to be met in order to file the Petition. Once established, the city can grow and this is more easily accomplished than the initial incorporation. Our Petition for Incorporation was officially filed on March 3, 2010. After the Petition was filed, the Probate Judge had 45 days to review the Petition to verify compliance with the statute. Upon such verification, the Judge issued an order noting compliance with the statute and ordered that notice be published for 3 weeks in a local newspaper. The notice also provided that any interested party could file an objection to the Petition within 30 days of the last publication date. The cutoff date for any objection was June 4, 2010 at 5 PM. No objection was filed. On June 9, 2010, the Mobile County Probate Judge, Hon. Don Davis, issued an Order approving our Petition. He then set the election for August 17, 2010, with polls open from 7 AM till 7 PM at the Semmes First Baptist Church, 4070 Wulff Road East, Semmes, AL, the only polling precinct for this election. |
